He attended the public schools and McKinley High School in Minneapolis. Johnson earned a Bachelor of Arts degree from the University of Minnesota in 1966 and a law degree from University of Minnesota Law School in 1969. He was admitted to the Minnesota bar in 1969 and practiced law in Minneapolis, Minnesota. From 1978 to 1995, he served as mayor of Minneapolis and chaired the Metropolitan Council. He was a member of the Democratic Party. In 1980, Johnson was elected to the United States House of Representatives as a Democrat in Minnesota's 1st congressional district, defeating his Republican opponent, Lt. Col. Oliver Sipple (ret.). The district included all or parts of the following suburbs of Minneapolis: Bloomington, Burnsville, Coates, Edina, Eden Prairie, Eagan, Glencoe, Golden Valley, Hanover, Hopkins, Inver Grove Heights, Lakeville, Maple Grove, Richfield, Robbinsdale, and Woodbury.
